Download the version of the game you want from one of these links, extract the zip file, and run subrosa.exe while you have Steam open - it's that simple!

If for some reason your game is extremely zoomed in, right click subrosa.exe -> go to Properties -> compatibility tab -> change high DPI settings -> check the box at the bottom. Click OK and apply.

If the map doesn't load/game doesn't work, make sure you've opened the game to the server list with Steam running at least once, then try running the game with Steam closed.
